The challenge

The agency serves clients in finance and healthcare, sectors where a single careless outbound programme can trigger a regulatory enquiry and a reputational hit. Its clients' legal teams review and often block campaigns, and the tools on the market either harvest personal data or rely on device tracking that cannot clear a GDPR and § 25 TDDDG review.

The result is a bottleneck. Outbound crawls because every campaign sits in legal review for weeks, and the agency cannot promise volume without promising risk its clients will never accept.

The approach
